COMMUNITY DEVELOPMENT PILOT PROGRAMME
TENDER BRIEF
OVERVIEW
The Department of Rural and Community Development wish to contract a
suitably qualified consultant(s) to undertake a longitudinal
evaluation of the Community Development Pilot Programme over the
three-year pilot period of the Programme. The Evaluation will be a
combination of process review, assessing the implementation of the
Programme at a number of intervals, and impact evaluation.
PROGRAMME EVALUATION OBJECTIVE
The objective of the evaluation is to capture the experience, learning
and impact of the Programme, with particular reference to the
community work underpinning of the programme. It will:
* Review the impact of the application of community work approaches
to addressing key social issues
* Assess the importance of the autonomous nature of the programme
and to what extent this has been achieved
* Assess the impact of the seven pilot projects against the
objectives that they set
* Review the overall programme framework, and identify what worked
well and where improvements can be made
* Make final recommendations on the future of the programme beyond
the pilot phase.
It is anticipated that the evaluation of the programme will begin in

implementation.
The _process aspect_ of the evaluation will help determine whether
programme goals and strategies are working as they should and will
provide an opportunity to highlight and address issues with
implementation. The tender should include a plan to review the
progress of the programme on at least four occasions ? at the end of
year 1, middle of year 2, end of year 2 and middle of year 3.
The _impact aspect_ of the evaluation will assess the overall impact
of the Programme against the programme aim and objectives.

The budget for the programme of work inclusive of VAT and all expenses
